90 Billion Dinars Paid By Kuwait In Salaries And Employment Support In 12 Years

Official figures and data revealed that in 12 years, Kuwait paid about KD 89.722 billion (about USD 300 billion), in the form of salaries for ministries and government departments, in addition to insurance contributions, support for national employment, and social care, Al-Rai reported.

In detail, the figures show that the government spent within the budgets of Chapter One, which includes 10 items, about  KD 42.78 billion on the salaries of ministries and government departments from the fiscal year 2004/2005 to 2015/2016.

It is noted that the salaries of ministries and government departments amounted in the fiscal year 2004/2005 to about KD 1.754 billion, which is the lowest cost between the allocated period.

The cost of the public treasury’s contribution to social insurance ranked second, reaching  KD 14.666 billion during the 12 years, constituting about 16.3 percent of the total expenditures for this period. The cost of the first year of the observed period amounted to KD 539 million, while it jumped In the 2015/2016 fiscal year, it amounted to KD 1.78 billion, which means, in accounting, that it doubled about 3.3 times between the two fiscal years.

Actuarial deficit

In the third place, the payments of the actuarial deficit premium came with a total value of approximately 10.94 billion dinars, noting that the payments for this item started during the fiscal year 2008/2009, at about 5.472 billion dinars, so that payments for this year alone constitute about 50 percent of the total premiums paid for actuarial deficits. The total cost of the 12 years, taking into account that their value in the years 2010/2011 to 2014/2015 is the same, with an annual balance of 1.094 billion dinars, while it is noted that no installments were paid in 2015/2016.

The salaries of the Ministry of Defense came in fourth place, with a total of 4.595 billion dinars, as it is noted that they almost doubled between the fiscal year 2004/2005 to 2015/2016, where the ministry started in the first year with salaries amounting to 421.3 million dinars and reached 790.1 million in the last fiscal year monitored.

Affiliates

The total salaries of the attached entities came in fifth place, with a total of approximately KD 6.26 billion for the 12 years, where they recorded in the first year KD 294.5 million, to reach KD 752.7 million in 2015/2016, followed by support for national labor in the non-governmental sector with a total of KD 3.133 billion dinars. Its cost increased more than 9 times between 2004 and 2016, starting with KD 42 million and reaching KD 457.8 million.

In seventh place, social welfare (Ministry of Social Affairs, Cabinet) came with a total of KD 1.719 billion, which also recorded jumps between 2004 and 2016, about KD 4.5 times, followed by salaries for judicial affairs.

The total salaries of financed independent institutions came in ninth place with 811.3 million, and it is noted that their registration doubled by 2.4 times between 2004 and 2016. The first chapter includes the installment of the project to increase the salary ceiling to 1500 dinars, with a value of 657 million.
